Dr Simon Duffy of the Centre for Welfare Reform was the original inventor of personal budgets and has worked closely with disabled people and families as a service provider, philosopher and writer.
In this talk he will explain why he thinks the whole social care system is failing. He will argue that the problem is not just about money - the sector's problems are also political and conceptual.
